e municipal government of Shenzhen released a plan aiming to popularize LED lighting in public areas in two years, and through which, to drive the LED industry on a rapid development track and achieve an annual output value of over RMB 130 billion at the end of the Twelfth Five Year Plan.
To popularize LED lighting in public lighting areas before 2014
According to the plan, the city will complete the promotion and installation of LED lighting products in public lighting areas, including city roads, public places, government organizations, state-owned enterprises and other lighting projects invested with fiscal or state-owned capital. From now on, all new lighting projects in the above-mentioned areas will adopt LED streetlights, LED courtyard lamps, LED landscape lamps and other LED lighting products instead of original non-LED lighting products. The city will complete all projects step by step by the end of 2013.
The plan stipulates that the municipal committee of development and reform will list the adoption of LED lighting products as one of the auditing items in the examination and approval of construction projects. To lighting products that are unable to meet the lowest efficiency criteria in the examination and approval of power supply installation (power capacity increasing), the municipal power supply bureau should reject theprocess of power supply installation (power capacity increasing).
Besides, the plan proposes to speed up the popularization of LED lighting in non-public lighting areas. The city will carry out about 10 demo projects every year in industrial zones, residential area, shopping malls and hotels to promote the LED lighting products to all society in the next 3 years.
To achieve annual output value of RMB 130 billion at the end of Twelfth Five Year Plan
The plan expects to drive LED industry on a rapid and sound development track and achieve annual output value of RMB 130 billion at the end of Twelfth Five Year Planthrough the implementation of LED projects. It is reported that the municipal government of Shenzhen has launched a supporting policy on LED in the hope of fostering leading LED enterprises which can achieve RMB 5 billion of assets in the Twelfth Five Year Plan period.
According to the plan, the municipal finance will pay the funds for the retrofit projects with the additional income of the urban public utilities levied along with the electric charge, while institutions will adopt the method of Energy Management Contracting and pay the fees to energy saving service companies according to the contract.
Meanwhile, to qualified LED retrofit projects, the city will offer financial rewarding in line with annual energy savings. The central financing will offer an award at the standard of RMB 240 per ton standard coal and municipal finance RMB 300 per ton standard coal.
